Overview
The Department of Planning, Housing and Infrastructure (DPHI) placed the Modification 15 Report on public exhibition from 24 November 2023 to 14 December 2023, attracting feedback from government agencies, local councils, organisations and the public.
In response, Cadia prepared and submitted a comprehensive Submissions Report addressing all submissions.
DPHI has since granted approval of Modification 15 in accordance with the Environmental Planning & Assessment Act 1979. Cadia will now proceed with the works approved under Modification 15.
What does Modification 15 include?
Key elements of Modification 15 are:
Placement of additional buttressing material to strengthen Tailings Storage Facilities (TSFs) embankments.
Upgrading processing facilities, ventilation systems, and electrical infrastructure.
Relocating sections of existing roads and infrastructure to accommodate operational updates.
Supporting additional employment opportunities.
Importantly, there are no proposed changes to the approved TSF heights, mine life, processing rate or mining methods.
The Modification will not change the following components of the approved Cadia:
Mining method
Cadia East and Ridgeway Underground Mine footprint/dimensions
Processing rate
Mine life
Maximum approved heights of the TSF embankments
Continued use of existing surface facilities, infrastructure and ancillary activities and construction and use of new and previously approved facilities and infrastructure to support the operation.
Stakeholder feedback
Cadia appreciates the 21 submissions received from members of the public during the exhibition period. The feedback focused on areas such as environmental performance, biodiversity, air quality, and noise. We have provided additional information which considers and addresses these concerns, demonstrating our commitment to transparency and sustainability.

Supporting jobs, investment and the transition to net zero
Cadia is one of the region’s most significant economic drivers and around one third of the mine’s service spending, or more than $200 million per year, goes directly to paying the salaries and wages of our workforce.
In 2022-23, Cadia also paid $86 million in royalties to support better services and infrastructure across NSW and more than $6 million in rates to Blayney and Cabonne Shire Councils. Cadia will continue to consult with the local community and invest in community support programs and partnerships as part of its long-term commitment to the region.
Modification 15 will strengthen Cadia’s role as a key copper and gold producer, supporting jobs in New South Wales while maintaining our commitment to environmental sustainability and community wellbeing.
The Cadia team will continue to work closely with our neighbours and local community to further minimise any potential impacts as the works approved under Modification 15 are implemented.
